Southeast Technical College is working with the South Dakota Department of Labor and Board of Technical Education to offer educational funding to individuals affected by COVID-19. Eligible individuals may choose from several certificate options, take the courses tuition-free and resume their place in the workforce.
All UpSkill certificate programs will be completed online and in less than one year.
Accepted individuals must:
- Be eligible for reemployment assistance.
- Not be able to find the same or similar position after a COVID-19-related lay off, termination or self-employment.
UpSkill funding is provided by the Emergency Dislocated Worker Grant. DLR covers a third of the associated costs and the South Dakota Board of Technical Education covers the remaining two-thirds. An additional$600 stipend may be available to assist with textbook and supply costs for use at the Southeast Technical College Bookstore.

- Select "Non-Degree Seeking" when asked "What kind of student are you?"
Once the application is submitted, an Admissions Representative will be in contact to verify the request and UpSkill funding. The Admissions Office will send your name and contact information to the DLR office to start the UpSkill eligibility paperwork.
Then, the Admissions Office will complete the registration request and send you an official schedule.
DLR Determines eligibility
DLR will determine if you are eligible for funding, and communicate this with Southeast Tech.
Last, you and DLR will complete billing arrangements with the Southeast Tech Business Office.
