Southeast Technical College Welcomes Back Dr. Fenecia Homan as Vice President of Academic Affairs

Dr. Fenecia Homan has been selected as Southeast Technical College’s Vice President of Academic Affairs, the college announced today. A respected leader in education and a familiar face at Southeast Tech, Dr. Homan brings a wealth of experience in both secondary and post-secondary education, along with a strong passion for practical, career-focused learning.
“We are incredibly excited to welcome Dr. Homan back to Southeast Tech,” said President Cory Clasemann. “Her experience, both in and out of the classroom, makes her uniquely qualified to lead our academic programs. She understands our mission, shares our values, and brings a student-centered approach that aligns with Southeast Tech’s practical, real-world focus.”
Dr. Homan currently serves as the Dean of the Governors Cyber Academy and K-12 Initiatives at Dakota State University in Madison. In that role, she has led a statewide effort to expand access to cyber education and create innovative career pathways for students across South Dakota.
Prior to her work at Dakota State, Dr. Homan spent 10 years at Southeast Technical College, first as a mathematics and physics instructor and later as an academic administrator. During her time at STC, she oversaw key areas including accreditation, assessment, institutional effectiveness and led the Professional Studies academic team.
As Vice President of Academic Affairs, Dr. Homan will lead Southeast Tech’s academic strategy, ensuring students continue to benefit from hands-on, industry-aligned programs that prepare them for high-demand careers across the region and beyond.

Dr. Homan holds a Master of Arts in Teaching Secondary Mathematics from Minot State University and a Doctor of Education in Developmental Education Administration from Sam Houston State University. She began her career teaching math to 7th–12th grade students in rural North Dakota, a foundation that has fueled her lifelong dedication to accessible and impactful education.
