State Approves Dollars to be used for Skilled Trades Education and Job Training at South Dakota State Penitentiary

Governor Larry Rhoden and the South Dakota Governor’s Office of Economic Development
have awarded approximately $1,518,000 in FY 26 Future Fund dollars to support skilled
trades education and job training at the South Dakota State Penitentiary.
With oversight from the South Dakota Board of Technical Education, the funds will
help Southeast Technical College offer on-site instruction at the penitentiary. The
program will provide incarcerated individuals the opportunity to earn a diesel heavy
equipment certificate, gaining valuable skills to prepare for life after release.
“Being Open for Opportunity mean investing in people and believing in second chances,”
said Governor Larry Rhoden. “These Future Funds will support meaningful educational
programming that helps individuals build better lives and contributes to a stronger
workforce across our state.”
Southeast Tech and the Department of Corrections have spent several years laying the
groundwork for prison-based education. With a strong track record in technical training
and a proven partnership already helping students earn industry credentials, this
expansion brings instruction inside the facility and connects more learners with the
tools to succeed.
“Education is one of the best ways to support rehabilitation and reduce recidivism,”
said Secretary of Corrections Kellie Wasko. “We’re grateful to Governor Rhoden and
his team for supporting reentry efforts. These programs give people purpose, build
skills, and strengthen families and communities across South Dakota.”
“Keeping South Dakota strong, safe, and free means investing in solutions that make
our state better for everyone,” said GOED Commissioner Bill Even. “Supporting education
inside the correctional system creates new pathways to employment and helps meet the
workforce needs of our growing industries.”
