Scarbrough Center Earns Level 1 Designation

Unlocks New Opportunities for Quality Improvement at Southeast Tech

The Scarbrough Center, Southeast Technical College’s on-campus childcare center, has reached an important milestone in its commitment to high-quality care, earning a Level 1 designation through the Quality Care South Dakota program.

This milestone reflects a strong foundation in essential practices, including maintaining good standing with licensing, using consistent schedules and checklists, fostering positive relationships with children and families, and investing in ongoing professional development. Together, these efforts demonstrate a practical, hands-on approach to building a high-quality learning environment.

“This recognition is a direct result of our team’s dedication to doing the work every day,” said Robin Sjogren, Program Director, Scarbrough Center. “We’re focused on creating meaningful learning experiences and continuing to grow.”

The designation also unlocks new funding opportunities. When Scarbrough Center first joined the program, it received a $1,500 grant that was fully invested in infant and toddler learning equipment.

Now, with Level 1 status achieved, the center is eligible for an additional $1,000 Achievement Grant. These funds will support the next phase of growth as the team works toward Level 2 designation.

Level 2 builds on the strong foundation already in place, requiring programs to participate in external observations, set measurable goals in areas such as health and safety, learning environments, and workforce development, and expand learning opportunities based on children’s individual needs. It also emphasizes guiding positive behavior, strengthening interpersonal relationships and deepening connections with families and the broader community.

“The grant gives us the flexibility to invest in exactly what we need to take that next step,” Sjogren added. “It’s about continuous improvement and making sure our program evolves alongside the children and families we serve.”

Administered in partnership with South Dakota State University, the Quality Care South Dakota program provides a clear, career-focused pathway for early childhood professionals to strengthen their skills while improving outcomes for children.

The Scarbrough Childcare Center provides childcare to the children of STC students and staff, as well as employees of the Sioux Falls School District.
